The terms of voters include household register terms, age terms, ability terms, political terms and so on.
In the law of villagers’ election, the voters’ household register must be in the villages that conduct election. However, in some areas, the government has canceled the restriction of Household Register System and regulated that dwellers can participate election in their resident places although they don’t have the household register of the village. For example, in Jilin province, those who don’t have the village’s household register can still vote if they live in the village for more than three years. In Jiangsu and Liaoning provinces, those who carry out villages’ responsibility can be voters although they may don’t have the village’s household register. Because nowadays the population flows quickly and if a villager from outside can’t vote, he perhaps will not be concerned with the development of the village.
As to the age terms, the voters’ age must be no less than 18. What’s more, the voters are demanded to be healthy in mental state. The mentally ill persons can’t vote. Political terms demand that voters must have unlimited political rights.
As to the qualification of candidates, it is also quite distinctive in different provinces. In some places, it is the same as the voters’ qualification, and in some places, there are terms of working ability, healthy and age etc..
Many people think it is necessary to differentiate voters’ and candidates’ qualification, because ordinary villagers can be voters, but only those excellent ones can be candidates. If their qualifications are the same, some bad villagers may be voted as governors and villagers’ self-governance system will be out of order.
